THE LABOUR COORDINATOR’S COMMAND MANUAL

This manual is written for practical labour coordination in Nigeria’s public-service environment. It uses American English throughout, while keeping Nigerian institutional names in their proper form: Nigeria Labour Congress, Public Service Rules, National Industrial Court, Labour Act, Trade Unions Act, and the other official titles a coordinator will meet on the job.

Nothing here rests on invented authorities, decorative citations, or case law that cannot be traced. Statutes are treated as legal authority even when they are older than eight years, for the simple reason that controlling law does not lapse with age. Reports, institutional records, and peer-reviewed materials appear only where they support a point about policy, the labour market, or administration. Bills and other legislative drafts are never presented as though they were Acts; that status is reserved for text that has actually been gazetted or certified.
